WINDSOR LOCKS, CT - A local man is the second person to be arrested in connection to a 2018 fatal stabbing, according to police. Quahzier Bouie, 24, of 74 Main St., was apprehended by authorities in Neptune, N.J., and will be extradited to Connecticut to face charges of murder, conspiracy to commit murder, and tampering/fabricating evidence.

Bouie is the boyfriend of Jessica Keene and the father of their child. Jessica Keene was charged with first-degree murder in connection to the death of her father Michael Keene, 51, and was held on $1 million bond.

"An extensive investigation continued resulting in probable cause being established implicating Bouie in the stabbing death of Michael Keene," police said in a statement.

Police began investigating the case in November when a neighbor complained of a foul odor coming from Michael Keene's apartment.

When police searched the apartment, they found Michael Keene's body stuffed into a plastic bin and covered with a green comforter. He had suffered sharp force injuries to the neck torso, according to a police report, and his death was ruled a homicide.

Jessica Keene later admitted to police stabbing her father following a dispute Nov. 17. She was allegedly angry because her father called her boyfriend a racial slur. He was also drunk and came at her, so she said she defended herself.

However, following the admission, Jessica Keene refused to cooperate with police.
