Man Accused Of Violently Assaulting 2 Women In Driveway: Windsor Locks Police

Police said the man was found in a "state of rage" and officers ultimately used a Taser to subdue him.

WINDSOR LOCKS, CT — A man is accused of assaulting two women in a driveway Monday night in Windsor Locks, according to police.

Officers responded to a ā€œseries of urgentā€ 911 calls around 8:30 p.m. on April 27 on the report of a violent disturbance-in-progress on West Street, according to police.

Police said callers described a man, identified as Kevin Knapp, actively assaulting two women in a driveway. Police noted that Knapp is 6 feet, 3 inches tall and weighs 250 pounds.

Arriving officers found Knapp, who police said is known to the Windsor Locks Police Department from prior incidents, in a ā€œstate of rage.ā€ Police said he was forcibly restraining a woman who is known to him, and a neighbor who had tried to intervene.

ā€œOfficers reported that Knapp was screaming incoherently and refused to disengage, ultimately requiring the use of a Taser to prevent further injury to the victims,ā€ police wrote in a news release.

Police said the investigation ā€œrevealed a brutal series of eventsā€ that happened before officers arrived.

ā€œA female neighbor who heard screams for help was reportedly attacked by Knapp as she tried to assist,ā€ police wrote. ā€œEvidence indicate Knapp beat her, slammed her head into the pavement, and choked her while pinning her to the ground. She was hospitalized for non-life-threatening injuries.ā€

Police said the other victim was found in a ā€œstate of extreme emotional distress, suffering from involuntary dry heaving and visible trauma to her face and neck.ā€

ā€œShe reported that during a delusional episode, Knapp threatened to kill her, slammed her head into the pavement, and shoved his fingers deep into her throat, causing her to briefly lose consciousness due to restricted breathing,ā€ police wrote.

Knapp was taken into custody after a brief struggle, according to police.

After the incident, police said Knapp’s firearms were seized from the residence. He was taken to the police department, where police said he refused to participate in the booking and processing procedures.

Knapp, of Windsor Locks, was charged with multiple counts of second-degree disorderly conduct, second-degree threatening, second-degree strangulation, second-degree breach of peace, second-degree assault, first-degree unlawful restraint, first-degree reckless endangerment, and failure to submit to fingerprinting, according to police.

Police said Knapp was arraigned Tuesday at Superior Court in Hartford and was held in lieu of a $250,000 bond. While he was in custody, police said Knapp ā€œhad an altercation with State Marshals.ā€
