Man Charged In Windsor Locks Smears Feces On Jail Cell Walls

Police arrested a man after he stumbled into Friendly's with blood on his clothes. Things didn't get better after that...

WINDSOR LOCKS, CT - Call him the Poop Bandit.

Police said John Phelan, of Lodi, NJ, stumbled into Friendly's restaurant Nov. 30 with blood on his clothes and then would not comply with police orders. Phelan was charged with breach of police and interfering with police.

He later stripped to his boxer shorts as he was seen wiping his feces on the walls of the jail cell, mattress and sink, according to police. He complied with processing the next day.

This isn't the first time the Poop Bandit has struck - police said he has a prior arrest for throwing bodily fluids at an officer.
