Matthew Carl Appointed Chief Of Police In East Windsor

He has worked for the East Windsor Police Department for 27 years, and currently serves as the interim deputy chief.

EAST WINDSOR, CT — Following a series of interviews last week, the town of East Windsor has selected and reached an agreement in principle to appoint Matthew J. Carl as chief of police.

Carl has worked for the East Windsor Police Department since 1996, and currently serves as the interim deputy chief. Past roles within the department include patrol officer, juvenile/community officer, detective sergeant and administrative lieutenant. He has also served as a cold case detective for the Chief State’s Attorney’s office, investigating cold case homicides within the jurisdiction of East Windsor as well as the state of Connecticut.

He holds a master’s degree in public administration from Westfield State University, and a bachelor’s degree in education from Central Connecticut State University. He is also a graduate of the FBI National Academy, Southern Police Institute’s Command Officer Development Course, a certificate from FBI LEEDA Trilogy and the Police Executive Research Forum (PERF) Senior Management Institute of Police (SMIP).

"After an exhaustive open and competitive search, I am confident we have found the right choice be our next chief of police in Matt Carl,"First Selectman Jason E. Bowsza said in a written statement. "He has the vision to lead our department to new heights. Chief Carl is committed to fostering an environment that will empower the continued success of all our officers. He possesses a strong sense of humility and is someone who truly wants to be a leader for our police department, not just a chief of police. He has worked alongside his fellow police officers for 27 years, and he has earned the respect of his colleagues and our entire community."

Carl said, "I am grateful for being selected as the new chief of police. I have been humbled by all the support I have received along the way. After 20 years of the same leadership, I look ahead to the future of the agency and look forward to the challenges the department will face. I am proud of the men and women of the East Windsor Police Department and the residents of the community."

He will be the fifth chief of police in the history of the East Windsor Police Department, which is celebrating its 50th anniversary this year, and is the first to begin his career within the department and rise to the rank of chief.

Carl was selected following an extensive search process that attracted 14 applications in total, with nine candidates from Connecticut, two from Illinois, and one candidate each from New Jersey, New York, and Texas. He is projected to assume his responsibilities as chief immediately upon final contract ratification.
