Toddler in Diaper Found Wandering Busy East Windsor Road

The child's father was arrested on risk of injury charges after the early-morning incident Friday.

EAST WINDSOR, CT — A local man was arrested early Friday morning after a toddler was found wandering alone on South Water Street.

Around 1:45 a.m., police received a 911 call from a resident who had found a small child wandering on the street at its intersection with Route 140, or Bridge Street, adjacent to the Connecticut River. Officers arrived and found the child, who appeared to be approximately 1-2 years old, wearing only a diaper. The child was unable to communicate and was crying. East Windsor Ambulance was requested and evaluated the child, police said.

Police began knocking on doors in the neighborhood with a picture of the child in an attempt to locate the parents. An officer found a front door open at a residence on South Water Street and subsequently located the child’s parents, who were asleep, police said.

After an investigation, the child’s father, Andrew Saez, 20, was arrested and charged with risk of injury to a minor. He was released on $5,000 bond and is scheduled to appear in Enfield Superior Court May 15.

The child was transported to a hospital for an evaluation. The Department of Children and Families was contacted and will initiate an investigation. Additional charges in the incident are possible, police said.
