Windsor Locks Police Arrest Massachusetts Fugitives Suspected of Operating a Major Drug Cartel

Police located the suspects hiding at the Econo-Lodge on Old Country Road.

The Windsor Locks Police Department apprehended three dangerous fugitives suspected of operating a major drug cartel out of Springfield, Mass. Late Saturday night at the Econo-Lodge on Old Country Road.

Police said that the C-3 Joint Task Force, consisting of Massachusetts State Police Fugitive Unit and Springfield Police, developed credible information that the Massachusetts fugitives were in Windsor Locks attempting to avoid detection and apprehension by police.

The suspects are part of a high-profile gang operating a major drug cartel responsible for the distribution of cocaine and heroin in Springfield and throughout the region, according to police.

All three suspects were on the Fugitive Task Force “Most Wanted” list and have active illegal narcotics related extraditable warrants.

Police said the suspects were planning to flee to New York or Florida to avoid arrest and prosecution for their crimes.

Windsor Locks police pursued all investigative leads confirming the suspect’s location at the Econo-Lodge and initiated a “strategic and tactical operation” to apprehend the suspects.

A Windsor Locks undercover officer, patrol and K-9 units, along with assistance from the Connecticut State Police, successfully executed the operation at the suspect location which ultimately resulted in the apprehension of all three dangerous suspects without injury to officers, suspects or the public, police said.

Police arrested Lemanuel Delvalle-Encarnacion, 25, Eduardo Delvalle-Encarnacion, 23, and Edwin Cirino, 35, all of Springfield, Massachusetts, and they were each held on a $900,000 bond. They will be arraigned at Enfield Superior Court where they will face fugitive from justice charges and will be awaiting extradition to Massachusetts.

Windsor Locks police posted the following on Facebook regarding the arrests:

“Collaboration between the various law enforcement agencies led to the successful apprehension of three dangerous high level felonious drug cartel members before they could flee the state, and effectively disrupted narcotic sales in the region. The hunt continues for other members of this organization who are still at large.”
