John Phelan, 27, of Lodi, NJ, was charged with interfering, resisting arrest and second-degree breach of peace.

John Jarvis, 31, of Waterbury, was charged with operating an unregistered motor vehicle, misuse of plates, operating a motor vehicle without insurance, and operating a motor vehicle with a suspended license.

Jessica Keene, 24, of Windsor Locks, was charged with murder.

William Bouchard, 57, of New Britain, was charged with second-degree failure to appear.

David Freemantle, 31, of Enfield, was charged with failure to have headlamps lit and operating a motor vehicle with a suspended license.

James Parker, 57, of Coram, NY, was charged with disorderly conduct and second-degree threatening.

Shane Banning, 27, of East Windsor, was charged with traveling unreasonably fast, reckless driving, disobeying an officer's signal, and driving while intoxicated.

Jemar Murrell, 27, of Springfield, Mass., was charged with third-degree assault.

Crystal Byrd, 28, of Springfield, Mass., was charged with third-degree assault.

Sharda Baker, 27, of Windsor Locks, was charged with third-degree assault.

Natoya Baker, 34, of Windsor Locks, was charged with third-degree assault.

Jose Borrero, 35, of Windsor Locks, was charged with second-degree breach of peace.

Norman Weigert, 65, of Windsor Locks, was charged with operating a motor vehicle without insurance.

Gilberto Medina, 27, of East Windsor, was charged with operating an unregistered motor vehicle, operating a motor vehicle without insurance, operating a motor vehicle without a license, and failure to obey STC.

A juvenile male, 16, of Windsor Locks, was charged with disorderly conduct.

Brian Massie, 34, homeless, was charged with sixth-degree shoplifting, first-degree criminal trespass, interfering/resisting arrest, and criminal impersonation. In a separate incident, Massie was charged with seven second-degree failure to appear charges.

Donovan Coombs, 20, of Hartford, was charged with disorderly conduct and interfering/resisting arrest.

Michael Graham, 18, of Hartford, was charged with disorderly conduct and interfering/resisting arrest.

Jaime Degray, 34, of Windsor Locks, was charged with disorderly conduct and interfering/resisting arrest.

Edward Bonetti, 61, homeless, was charged with driving while intoxicated.

Craig Zentkovich, 43, of Milford, was charged with evading responsibility and property damage.

Jalyssa Epps, 22, of Springfield, Mass., was charged with evading responsibility, property damage, and operating a motor vehicle without insurance.

Shelby Richitelli, 25, of Clinton, was charged with speeding over 60 mph in city limits.

A juvenile female, 16, of Hartford, was charged with second-degree breach of peace.

Tyshawn Leary, 23, of Meriden, was charged with operating a motor vehicle without insurance.

James Spence, 56, of Enfield, was charged with police investigation, evading responsibility, property damage, and traveling too fast for conditions.

Enrique Pizarro-Cruz, 21, of Hartford, was charged with disorderly conduct and second-degree harassment.

Shannon St. George, 30, of Enfield, was charged with operating a motor vehicle with a suspended license.

Silvana Gerrish, 38, of Windsor Locks, was charged with disorderly conduct.
