Windsor Locks Police Charge Five with Spray Painting Abandoned Building
Police say the five individuals were found trespassing on the roof of the five-story building.

Windsor Locks Police recently charged five people with criminal trespass after they were found spray painting on the roof of the abandoned Montgomery Building.
Police responded a report of people on the roof of the building on Canal Bank Road on Sept. 8.
The Montgomery Building is an abandoned 5-story industrial building that is in a state of dilapidation and the structure is mostly enveloped by fencing and has “No Trespassing” signs posted around and within, according to police.

It was reported that person(s) were on the roof seen spray painting the exterior of the building on the top level.
WLPD responded and made contact with the suspects directing them to come down to ground level. Five individuals exited the structure and were detained.

Police said investigation and evidence confirmed their illegal activities and they were charged accordingly.
The following were arrested:
1. Victoria Hicks, 19, of Torrington
2. Miguel Urena, 19, of Hartford
3. Kevin Ramirez, 18, of Hartford
4. Shane Otero, 22, of West Hartford
5. Rebecca Concepcion, 30, of Hartford
They were each charged with third-degree criminal trespass and third-degree criminal mischief. They were each held on a $2,500 bond and were due in court on Sept. 15.
