MIDDLEBURY, CT — The Middlebury Board of Selectmen will consider a proposal to establish a Historic Properties Commission, award bids for public works materials and labor, and update two library job descriptions when it meets Tuesday, Sept. 8.
The board is also scheduled to discuss whether the MRA Cottage qualifies for the State Register of Historic Places and will enter executive session for updates on three legal matters.
The selectmen will consider a proposal from Save Historic Middlebury Inc. to establish a new Historic Properties Commission.
The proposal is accompanied by letters and emails supporting creation of the commission from Greg Scallon, Karen Pasternack, Gail Seymour, Deborah Kirincic, Melanie Peters, Patty and Al Altieri, MaryAnn and Ralph Barra, Marilyn C. Richardson and Terry McAuliffe, according to the agenda.
A related agenda item calls for discussion of the MRA Cottage's eligibility for the State Register of Historic Places.
The board is scheduled to consider awarding two Department of Public Works contracts.
One is a bid for the town's stone supply. The second covers machine and labor services.
Selectmen will also consider updated job descriptions for two library positions and corresponding changes to the town's pay plan.
Under the proposal, the title "Children's Librarian" would become "Family Services Librarian."
The "Part-time Librarian Assistant" position would be renamed "Part-time Library Specialist."
The agenda includes 13 proposed tax rebates totaling $4,127.73.
The largest individual rebates listed are $963.14 to John C. Diorio, $594.05 to VCFS Auto Leasing Co., $537.67 to Nissan Infiniti LT LLC and $499.88 to Diorio. Several additional rebates are listed for vehicle leasing companies and individual taxpayers.
The board will also receive the resignation of Nancy Purr from the Commission on Aging effective Aug. 28. The person selected to fill the vacancy would serve from the appointment date through Nov. 6, 2026. No appointments are listed on the agenda.
Other correspondence includes information about Flock cameras, CodeRED emergency notification and Middlebury NewsFlash alert registrations, and an update on the Middlebury Public Library's Laptop ConneCT program.
The selectmen are scheduled to enter executive session for legal updates concerning Barton v. Town of Middlebury, et al; Barton Jr. v. Jennifer A. Mahr, CHRO No. 2730079; and Ronald J. Pugliese v. Town of Middlebury et al., Docket No. FIC 2025-0910.
The agenda describes the Pugliese matter as a withdrawal.
After returning to open session, the board could vote to defend the town in the CHRO matter involving Barton and Mahr.
The selectmen will also consider minutes from their Aug. 17 regular meeting.
The Sept. 8 meeting begins at 5 p.m. in the Town Hall Conference Room at 1212 Whittemore Road and will also be accessible through Zoom.
