New Cell Phone Use Policy for 2026-2027 School Year

At Christina School District, we believe every moment in the classroom should support learning and personal growth, free from unnecessary distractions. To achieve this, we have worked with educators to develop CSD Policy 02.39 - Student Use of Personal Electronic Devices. This policy also aligns with Delaware Senate Bill 106—which requires all schools to establish clear policies on student cell phone use.

CSD Policy 02.39 was approved by the Christina School Board in May 2026 and establishes clear expectations for when and how students may use personal electronic devices (PEDs) during the school day. It aims to minimize distractions to protect instructional time, promote digital citizenship and encourage responsible technology use, enhance school climate by reducing disruptions and fostering face-to-face interpersonal connections, and ensure safety by maintaining a secure environment that prioritizes academic and emotional well-being.

Excerpt from CSD Policy 02.39:

Default Rule: Unless explicitly permitted by a teacher/administrator for a specific, curriculum-related educational purpose, all PEDs must be turned off/silenced and stored completely out of sight during the school day. Acceptable storage includes school-issued storage containers, backpacks, purses, or lockers, not pockets or desks. This standard minimizes potential distractions. District-issued 1:1 devices are the primary tools for technology use during instruction. See Section VI for exceptions. Christina's investment in a 1:1 Technology Initiative provides students with district-owned devices for educational purposes, reducing the instructional need for personal electronic devices and ensuring that every student has access to a device.
