Wilmington Utility Relocation Project To Impact I-95

The Delaware Department of Transportation (DelDOT) and the City of Wilmington are collaborating on a water line relocation project beginning Friday, May 8, 2020, which will require travel lane changes on Interstate 95 for the next several weeks. Three drinking water transmission mains servicing City residents and businesses will be relocated from underneath the 10th Street Bridge, which spans the interstate, to an underground trench that will be dug under I-95.
The project will occur in two phases and will affect both the northbound and southbound lanes. To minimize traffic disruption, some of the work will be conducted 24-hours a day and seven days a week.
Phase One is scheduled for Friday, May 8 through Monday, May 18
During this phase, both directions of traffic will experience lane shifts to allow for the digging of an underground trench in the center of the roadway and the placement of water mains. From Friday, May 15 to Monday, May 18, both directions of I-95 will be reduced to a single travel lane.
Phase Two is scheduled for Monday, May 18 through the end of June
During this phase, lane shifts will occur for two lanes of through traffic in each direction as the trench is dug on the outside areas of the roadway on each side of the interstate. The Adams Street I-95 northbound on-ramp and the North Jackson Street I-95 southbound on-ramp will also have short-term closures during this phase of work beginning June 1, and detours will be posted.
Motorists not destined for the downtown district or City neighborhoods are strongly advised to use I-495 as an alternate route during this work period to avoid delays.
