Elevated Concrete Pour Sets Stage for The Bluffs to Rise in Downtown Clearwater

The Bluffs Set to Begin Vertical Construction This Fall

CLEARWATER, Fla. (September 17, 2026) — The Gotham Organization, a leading mixed-use real estate developer and operator, announced today the completion of the first elevated concrete pour at The Bluffs, setting the stage for the 28-story residential tower to begin its vertical rise along downtown Clearwater's waterfront.

Being built by Moss, The Bluffs, located at 100 & 150 S. Osceola Avenue, will transform the former Clearwater City Hall site into a 630,000-square-foot mixed-use development featuring 400 luxury rental residences, more than 10,000 square feet of retail and 440 parking spaces. The project overlooks Coachman Park and is being developed through a public-private partnership with the City of Clearwater as part of a broader effort to bring new housing, hospitality, retail and activity to the downtown waterfront.

On Wednesday, approximately 50 workers poured 430 cubic yards of concrete across the first section of the building's elevated deck, which will form part of The Bluffs' lobby and front entrance. The first full elevated deck of the main tower will be divided into six pour sections and will require approximately 1,650 cubic yards of concrete.

"This pour represents an important shift for The Bluffs as the work that has been taking place below ground begins to take shape above it," said Matthew Picket, Principal, Acquisitions and Development at Gotham. "Together with the City of Clearwater, The DeNunzio Group and Moss Construction, we are creating a new residential destination that will connect people to the waterfront and build on the tremendous investment and momentum already underway downtown. As the tower begins to rise, the community will be able to see that vision becoming a reality."

Construction has continued to advance since The Bluffs broke ground in April, with the project's primary mat foundations now complete and caisson foundation work approximately 95 percent finished.

"Reaching this point marks the transition from foundational work to the vertical structure that will begin defining The Bluffs," said Josh Mutchler, Vice President of Moss' Mid-Florida Region, based in Tampa. "A tremendous amount of planning and coordination has gone into reaching this point. With foundation work nearing completion, our team is preparing to take the building vertical and bring Gotham's vision for the project to life."

Vertical construction is expected to begin later this month, with the tower currently targeting a mid-July 2027 top-out and completion in summer 2028.
