According to the Florida Highway Patrol, a Buick Lucerne driven by Daniel Ciccone was heading east in the center lane around 6:55 a.m. when it stopped for a red light at Crossing Boulevard. At that time, Phillip Starling, 48, of Odessa was driving a tractor trailer behind the Lucerne and failed to stop for the light.
