Man Accused Of Killing Uber Eats Driver Faces Death Penalty

PASCO COUNTY, FL — The Holiday man accused of brutally killing and dismembering an Uber Eats driver last month could face the death penalty if convicted, according to court documents filed last week.

Oscar Solis Jr., 30, is accused by authorities of killing 59-year-old Randall Cooke, a delivery driver for Uber Eats.

According to police, on April 19 at 2:30 p.m., Cooke dropped his wife off at their home in Holiday before starting his deliveries. Shortly before 7 p.m., his final delivery was to a house at 3438 Moog Road in Holiday, where Solis lived just around the corner from the Cookes' home.

When Cooke didn't return home, his wife reported him missing to the sheriff's office. The remains of Cooke's dismembered body were later found at Solis' house in several trash bags and a cooler, according to a police affidavit.

In the notice of intent to seek the death penalty filed May 19 in Pasco County court, State Attorney Bruce Bartlett called the murder "especially heinous, atrocious, or cruel."

Pasco Sheriff Chris Nocco said Solis moved to Florida from Indiana, where he had a long history of run-ins with the law. Solis, who was affiliated with the gang M13 in Indiana, had a rap sheet of arrests that included aggravated battery, possession of stolen auto parts, resisting arrest, fraud and burglary.

While in an Indiana prison, Nocco said Solis stabbed someone several times.

"This was just an absolutely horrific crime. This person is demonic. What he did was demonic," Nocco said following the killing. "This person killed for no reason. There doesn't appear to be any relationship. This person killed him for no reason."

According to his wife, Cooke worked two jobs as a Uber Eats and DoorDash food delivery driver to support his family.

"My heart and soul is gone," his wife, Kathy, told Patch. "As you can imagine, the devastation not only myself but my family is facing right now is unfathomable. Randy was a hardworking, loving, kind and caring man who cared deeply about his family and friends. The thought of him not being in our lives is something that I cannot imagine."

Solis is scheduled to be arraigned June 6.
