Do you own that hound who would rather "hold it" for 12 hours than put a paw on wet grass...or, worse still, has come to terms with peeing in the house because of the flat out refusal to go outside in the rain?
You're not alone.
I have a beagle that will find a spot outside, squat...and, no, that's not the exact right spot. More searching, more squatting, more moving. That can continue for minutes and when it's rainy, that can be a little less than enjoyable. It's almost as though he does it on purpose to make sure I'm good and soaked before we return indoors.
What can we do? Have treats in hand and give the command. For us, that's "go pee-pee". When mission accomplished, treat is readily given. Beagles love treats and that tends to work (when I remember to take the treats with me).
It also helps to find a semi-protected area. In our front yard, there's a tree that I try standing under to shield both my dogs and myself from rain and wind.
Some dogs are helped my a jacket, while others like rain boots. Always make sure they're nice and dried off so they don't get chilled when coming back in the air conditioned house~ during summer months, in particular, it's a good idea to keep a towel near the door. Rainy season will be over soon....I hope.
