According to investigators, Miller was sitting inside his vehicle, completing paperwork from the traffic stop, and Snavely was standing outside of Miller's vehicle at the passenger side door.

Investigators say 47-year-old Richard Hain was driving his 2000 Mercury Mountaineer east on Bryan Dairy Road when he crashed into the back of Snavely's vehicle. The impact pushed Snavely's vehicle into the rear of Miller's vehicle.
