Meet The Developers Behind Historic Gas Plant Redevelopment Proposals

ST. PETERSBURG, FL — St. Petersburg residents are invited to learn more about proposals for the Historic Gas Plant District redevelopment project at an April 30 public open house at The Coliseum, 535 4th Ave. N.

Doors open at 5 p.m. with presentations beginning at 6 p.m.

The event will give members of the public a chance to take a closer look at submitted proposals for the redevelopment of 86 acres within the district, meet the four shortlisted developers and ask questions about their proposed plans, the city said in a news release.

The four developers listed by the city are Ark Ellison Horus LLC, Blake Investment Partners, Foundation Vision Partners and Pinellas County Housing Authority.

These proposals were chosen from nine submitted to the city. One of these proposals was withdrawn by the proposer.

A question-and-answer session will follow each development team’s presentation.

The land was previously slated for redevelopment by the Tampa Bay Rays, which is contracted to call Tropicana Field within the district home through the 2028 season.

In partnership with the development group Hines, the team was tapped to build a new ballpark and develop the land around it.

The Rays walked away from the $1.3 billion redevelopment deal in March 2025 and are now considering building a new stadium in Tampa at Hillsborough College’s Dale Mabry campus.

People can attend the April 30 meeting in person at The Coliseum, and virtual access will also be offered.

Following the public meeting, the city will gather public feedback from residents over 30 days. Additional stakeholder or community engagement meetings may be held if needed.
