Registered Sex Offender Charged With Public Indecency
The Cartersville resident was arrested on Saturday after a complainant said he was inappropriately touching himself inside Hobby Lobby.
CARTERSVILLE, GA — A Cartersville man is accused of inappropriately touching himself inside a store Saturday afternoon in Bartow County.
A complainant called 9-1-1 to report that Davey Winters was "masturbating" inside Hobby Lobby at 180 Market Square, said Cartersville police spokesperson Lt. Mike Bettikofer.
Lt. Bettikofer said the caller found Winters and saw him "masturbating with his hands in his shorts."

Following an investigation by officers, Winters, a registered sex offender, was arrested and charged with public indecency. He was booked into the Bartow County Jail Saturday afternoon with a $2,000 bond.
According to Georgia Bureau of Investigation records, Davey LaShannon Winters was convicted in August 2007 for enticing a child for indecent purposes. Georgia Department of Correction records also show Winters was convicted of sexual battery and received a five-year sentence for each charge. He was released from prison in December 2017.
