Commuter traffic on Ga. 400 southbound was as bad today as it is during a normal morning commute, even though the shoulders had been opened to accommodate more traffic, the Atlanta Journal-Constitution reports.
Gov. Nathan Deal announced the plan to relieve traffic along the heavily trafficked corridor in his State of the State address in January.
