Downer and the victim, who had been in a relationship, recently separated and were living together when the victim prepared to move, police said.

While investigating, police said officers determined Downer had previously used law enforcement resources to track the victim's location during a prior incident.

Downer was arrested on charges of simple battery and stalking after being identified by officers Friday, police said. She was relieved of duty, pending administrative review, police said.

"The Gwinnett County Police Department remains committed to the highest standards of professionalism and accountability. Department resources and law enforcement databases are intended to protect the community, and any misuse of that authority will not be tolerated. All officer database activity is monitored and audited for compliance," police said in a news release.
