Lake In The Hills Village Board Appoints Interim Village Administrator
The Board appointed Community Services Director Fred Mullard to serve as the Interim Village Administrator June 18.
On Thursday, June 18, 2020, the Lake in the Hills Village Board held a special meeting in which they formally accepted the resignation of Village Administrator Jennifer Clough. On the same evening, the Board appointed Community Services Director Fred Mullard to serve as the Interim Village Administrator.
In 2001, Mullard joined the Village as the Deputy Public Works Director and Airport Manager. He was promoted to Public Works Director in 2005 and held the position until February of 2018, when he became the first director of the newly created Community Services Division. As the Community Services Director, he has managed the Community Development and Recreation Divisions.

Mullard represents the Village on the McHenry County Hazard Mitigation Plan Committee and the Public Transportation Advisory Committee, and he formerly represented the Village on the County’s Stormwater Technical Advisory Committee.
Before joining the Village, Mullard served 24 years in the U.S. Air Force as a Civil Engineering Officer in various positions around the world. He holds a Bachelor of Science Degree in Civil Engineering from the United States Air Force Academy and a Master of Public Administration Degree from Troy University. Mullard is also a licensed Professional Engineer in the State of Minnesota.
