ARLINGTON HEIGHTS, IL — Arlington Heights is outlining a $238.9 million budget for 2027 with no increase in the village's property tax levy and nearly $22.9 million for four major street and water infrastructure investments.

The village's budget snapshot, shared with Patch Friday, identifies public safety, infrastructure, future planning and community programming as its spending priorities.

The general fund, which supports police, fire and other village services, accounts for $99.4 million of the overall budget.

An unchanged village levy does not guarantee an unchanged property tax bill for individual homeowners. Bills also depend on property assessments and taxes levied by schools, parks and other local taxing bodies.

According to the snapshot, the village accounts for about 11 percent of a typical Arlington Heights property tax bill. That estimate is based on 2024 property taxes payable in 2025.

Street And Water Projects

The snapshot identifies four infrastructure investments totaling $22.895 million:

  • Campbell Street reconstruction: $5.7 million, including roadway, pedestrian and bicycle enhancements.
  • Street and curb improvements: $8.3 million for resurfacing and rehabilitation.
  • Water main replacement: $4.7 million, supporting the village's goal of replacing 1 percent of its water mains annually.
  • Lead water line replacement: $4.195 million for village-owned water lines.

The village describes those investments as efforts to keep streets and water systems safe, reliable and prepared for future needs.

Police And Fire Lead General Fund Spending

Police and fire together account for $65.3 million, or roughly two-thirds of the general fund budget.

The police allocation is $33.8 million, followed by $31.5 million for fire services and $19.3 million for public works and engineering.

Other general fund allocations include $3.5 million for building and life safety, $2.3 million for planning and community development, $2.1 million each for health services and finance, and $2 million for integrated services.

Senior services account for $890,000, while human resources receives $769,000. The remaining categories include non-operating expenses, boards and commissions, and the Board of Trustees.

Downtown Activity Also In Focus

The budget overview follows the Village Board's Oct. 19 approval of a separate partnership with the Arlington Heights Park District for an outdoor ice rink on Eastman Street.

As Patch previously reported, the "Skate on Eastman" pilot will place a roughly 40-by-80-foot rink between Evergreen Avenue and Arlington Heights Road, beside North School Park.

The agreement includes a $45,000 village contribution toward the Park District's operating costs, along with village responsibilities such as lighting, utilities and snow removal around the rink.

Officials hope the pilot will bring more visitors downtown during the winter. The agencies will review its first season before deciding whether to continue or expand it.
