Apartment Development Planned for Former St. Charles Mall Site

​St. Charles aldermen on Tuesday gave preliminary approval to the Shodeen Group's plan.

St. Charles aldermen voted in favor Tuesday of a developer's plan to build 670 apartments at the former St. Charles mall site, which has sat vacant for more than 20 years and is among one of the last pieces of developable land near the busy intersection of Route 38 and Randall Road.

The 6-2 vote means the Shodeen Group’s proposed plan will now head to the full city council for a final vote, the Daily Herald reports.

Shodeen has argued there is not enough of a market right now for commercial development at the site but there is a need for rental units, according to the newspaper. In addition to the apartments, which would be rented out at full-market price, Shodeen is aiming to providing affordable housing at the site with the addition of a 61-unit senior housing facility and at least six retail/restaurant buildings.

There is also talk of adding six mixed-use buildings but that might end up also being built for residential use if there is not enough commercial demand, according to the Daily Herald.
