BUFFALO GROVE, IL — Buffalo Grove trustees will meet Monday night for an update and discussion on the village's proposed acquisition of 1100 W. Lake Cook Road for a future combined Village Hall and Police Department facility.
The special Committee of the Whole meeting is scheduled for 7 p.m. Aug. 31 in the Jeffrey S. Braiman Council Chambers at Village Hall, 50 Raupp Blvd. The proposed acquisition is the only item listed under special business on the agenda.
The discussion comes as the village continues evaluating whether to purchase the 8.3-acre property for $6.25 million.
Patch previously reported that Buffalo Grove entered into a purchase and sale agreement for the property, which includes a 90-day due diligence period before trustees would make a final decision on whether to close on the purchase.
The property includes a 96,731-square-foot building and sits within Buffalo Grove's Lake Cook Road Corridor.
Village officials have said the site stood out after reviewing alternatives that included renovating existing municipal facilities, constructing a new building elsewhere and adapting other properties for government use.
Buffalo Grove's updated space-needs analysis calls for at least 75,000 square feet for a combined Village Hall and police facility.
The village says its existing municipal buildings have long-standing limitations. Village Hall was built in 1970 and the police facility in 1988, with neither undergoing a major addition since the 1990s.
According to the village, the buildings are undersized, have limited room for expansion and do not meet modern needs involving security, accessibility, technology, public meeting space and municipal operations.
The purchase agreement does not commit Buffalo Grove to acquiring the property.
The village has a 90-day due diligence period to evaluate the building, property and legal conditions associated with the site.
That work includes reviews of environmental conditions and hazardous materials; structural, mechanical, electrical and plumbing systems; roofing, pavement and other site conditions; soil and geotechnical conditions; title, easements and property restrictions; appraised value; and the preliminary feasibility of converting the building for municipal use.
The agreement calls for a $100,000 initial earnest-money deposit and an additional $50,000 following due diligence. The village says the money remains refundable until the Village Board formally authorizes closing.
After due diligence, trustees would have up to 45 days, or until the next regular board meeting, to decide whether to move forward.
If the board chooses not to proceed — or takes no action — the agreement terminates and the earnest money would be returned.
The village says the property purchase and due diligence expenses would be paid through Buffalo Grove's capital improvement program and would not require a tax increase.
That does not mean the full cost of converting the property into a combined municipal facility has been determined.
When Patch first reported on the proposal, village officials said the project's eventual scope and budget would be developed over the following 12 to 18 months. Major renovation or construction is not anticipated before 2028.
If municipal operations ultimately relocate, the current Village Hall and Police Department properties could be sold or redeveloped in accordance with the Lake Cook Corridor Plan, according to the village. Officials say proceeds from those properties could help offset project costs.
A possible combined Village Hall and police facility would be the latest phase of a broader effort to address Buffalo Grove's municipal buildings.
The village began that process with a 2017 comprehensive space-needs study.
It later purchased 1650 Leider Lane and converted the property for use as a new Public Works facility, which opened in 2024. The village is also rebuilding Fire Station 25 and planning a remodel of Fire Station 26.
Village officials have described Village Hall and the Police Department as the remaining major facility needs once those projects are complete.
Monday's special meeting agenda lists Village President Eric Smith and Village Manager Dane Bragg in connection with the 1100 Lake Cook Road discussion.
The agenda does not list a vote or final acquisition decision.
