Under the agreement, Walter is not required to live in Burr Ridge. Like many administrators, he does not. He is a Downers Grove resident. Walter's predecessor, Doug Pollock, has long lived in Riverside, where he is an elected village trustee.

Walter, who was previously the assistant village administrator, was appointed interim administrator after Pollock resigned in fall 2020. A year later, the board unanimously approved Walter for the permanent job.
