CHANNAHON, IL — One crime that is not tolerated in Will County is the offense of home repair fraud. This week, Will County Judge Tom Slazyk authorized a bench warrant for the Channahon Police Department to arrest 33-year-old Joliet resident Jancarlos Paramo on two crimes of theft and two crimes home repair fraud.
The warrant for Paramo's arrest indicates he is self-employed and comes from the east side, notably the 500 block of East Benton Street. He has not been captured yet.
According to the criminal complaint, Paramo is accused of ripping off a man in Channahon on Sept. 27, 2024, and the amount of money he stole exceeded $500 but was less than $10,000. Paramo's second theft count indicates he agreed to perform concrete work including a foundation, a pad, a stoop and walkway for the Channahon man who became his victim and the victim gave Paramo a check for $6,500 as a retainer on a total of a $13,000 job "which the defendant deposited and defendant did not complete the concrete work as agreed."
Now for the home repair charges.
Paramo's criminal complaint indicates he agreed to do the concrete work at the Channahon man's house "which the defendant did not intend to perform or knew would not be performed and the amount of the contract or agreement is more than $1,000."
The second home repair fraud charge indicates that on Sept. 27, 2024, Paramo entered into an agreement to perform the home repair in Channahon "and he knowingly used or employed deception, false pretense or false promises in order to induce, encourage or solicit (the man) to enter into any contract or agreement ... the defendant indicated he would start the concrete job within two weeks and he did not do so and the amount of the contract or agreement is more than $1,000."
Incidentally, Paramo spent Jan. 2-3 inside the Will County Jail after Joliet police officers took him into custody in connection with allegations of home repair fraud in their city.
