WILMINGTON, IL — Wilmington Police Chief Phil Arnold said a 37-year-old Fort Smith, Arkansas man was arrested Wednesday night with heroin and cocaine after officers were called to the Petro truck stop on Lorenzo Road for two men slumped over inside a pickup truck.
