New Illinois Laws 2018: Health And Human Services
Review the new laws that will take effect on Jan. 1, 2018.

Administering Medications (HB 2383): Expands the Mental Health and Developmental Disabilities Administrative Act list of entities where authorized direct care staff can administer medications to people with developmental disabilities.
Volunteerism Plates (HB 2437): Authorizes the Illinois Department of Human Services to issue "volunteerism" decals for the Universal special license plate.
Department of Human Services Recoveries Trust Fund (HB 2474): Cleans up the Illinois Public Aid Code and ensure that the Department of Human Services stops receiving audit findings.

Prostate Cancer Decal (HB 2485): Creates the Prostate Cancer Awareness Fund and authorizes the IDPH to issue "prostate cancer awareness" decals for the universal special license plate.
DCFS Differential Response (HB 2556): Allows the Department of Children and Family Services to implement a differential response program that will address the underlying causes of the family strain.

Parental Rights for the Blind (HB 2626): Provides that a person cannot be denied parenting time, participation in private or public adoption, or foster care or guardianship because they are blind.
Consent To Medical Care for Minors (HB 2700): Provides that consent protections for minors also apply to services performed by chiropractic physicians and licensed optometrists.
Controlled Substance Information Release (HB 2708): Allows Illinois Department of Human Services officials officials to access prescription monitoring databases.
Hospital Do Not Admit Lists (HB 2762): Prohibits hospitals from maintaining a list of individuals that cannot be admitted for treatment but instead gives the hospital the ability to recommend an alternate provider, or arrange access to care services that best meets the needs of an individual patient.
Day Care Database (HB 2388): Requires the Department of Children and Family Services to establish and maintain on its official website a searchable database regarding each day care entity licensed by the department.
Amending Telemedicine Requirements (HB 2907): Removes the Illinois Dept. of Healthcare and Family Services requirement that a psychiatrist be in the same room as a patient, thus allowing the use of treatment via teleconference.
Birth Records for Homeless Persons (HB 3060): Requires that specified fees for birth record searches or certified copies of birth records be waived for all requests made by a homeless person.
Demographic Data (HB 3131): Requires the Illinois Dept. of Human Services to publicly report demographic data of program participants.
Intact Family Services Cases (HB 3168): Allows DCFS to submit a copy of a child's report, if the child is deemed delinquent, to the child's attorney or guardian ad litem.
Amends the Nursing Home Care Act to make it clear that an identification wristlet may be placed on any resident per a physician's order. (HB 223)
