Deerfield Man Charged With Sexually Assaulting Girl Under 12

The 45-year-old father is accused of sexually abusing the daughter of family friends, police said.

DEERFIELD, IL — Police said a Deerfield man repeatedly sexually assaulted a pre-teen over the past two years. The investigation began when a parent contacted the Deerfield Police Department on Oct. 9 to report that his daughter had been inappropriately touched on multiple occasions at the man's house, according to police.

Milton Galvan, 45, of the 1500 block of Central Avenue, turned himself in with his attorney on May 2 to face two counts of predatory criminal sexual assault of a child and one count of aggravated criminal sexual abuse, according to police and court records. The charges relate to multiple incidents between February 2017 and October 2018.

Deerfield police identified Galvan, a family friend, as the abuser following a thorough investigation involving multiple interviews, searches, a subpoena and a phone examination, according to Cmdr. Juan Mazariegos.

"The dad noticed something wrong," Mazariegos said. "The dad noticed a change in her after he picked her up from [Galvan's] house, and then she confided in him and told him exactly what had happened and then how it had happened before."

The girl was subsequently interviewed by the Lake County Child Advocacy Center and, based on the evidence, the Lake County State's Attorney's office approved the felony charges. Police said no search warrants were issued as part of the investigation and Galvan was interviewed voluntarily with his attorney.

Galvan, a Highland Park native, is a vice president of marketing at a small North Shore supplier of promotional items and accessories in the retail and beauty industry, according to an online resume. His listed attorney, Waukegan-based Elliot Pinsel, has not responded to a request for comment about the case.

A Illinois Department of Children and Family Services spokesperson did not immediately respond to a request for more details. Sources tell Patch the state child protective agency separated Galvan from his minor children prior to his arrest after opening an investigation into the allegations he had sexually assaulted the daughter of a family friend. He is currently residing with family in Highwood.

At an initial court hearing last Friday, Associate Judge Paul Novak required Galvan to post a $25,000 cash portion of his bond, which he did that day, according to Lake County Sheriff's Office records. The terms of his bail say Galvan must comply with orders from DCFS, must not have any contact with anyone under 18 or with those he is charged with abusing, must not possess guns or consume drugs or alcohol.

Galvan currently faces two counts of Class X felony charges, the most serious criminal offenses in Illinois, and one of a Class 2 felony. If convicted on each of those counts he could spend between five and 67 years in state prison. Prosecutors also could seek his indictment from a grand jury on additional charges. Galvan is due back in court on May 29 in Waukegan.
