Bond Denied for Paroled Sex Offender Charged In Kidnapping

The man is accused of kidnapping a 21-year-old woman from a Bloomingdale parking lot.

BLOOMINGDALE, IL — A sex offender who was on parole for sexually assaulting a juvenile has been charged in connection with the Friday kidnapping of a young Bloomingdale woman. Authorities say he also sexually assaulted the 21-year-old woman.

Justin Dalcollo, 34, is charged with aggravated criminal sexual assault with a firearm, being a fugitive from justice, aggravated kidnapping while armed with a firearm and armed robbery with a firearm, according to online jail records. A DuPage County judge ordered Dalcollo to be held without bail during a hearing Monday in bond court.

Authorities said Dalcollo kidnapped the Bloomingdale woman, who was home from college on spring break, at about 3:30 p.m. on Friday while she was getting into her car in the parking lot of the Bloomingdale Court Mall. He approached her and forced his way into her car at gunpoint. He and then forced her to drive to a bank in Glendale Heights, where he made her withdraw $300 from her debit card for him.

From there, he forced her to drive to numerous locations in Hanover Park and Bartlett, and then directed her to drive to the parking garage at the Grand Victoria Casino in Elgin and park between two cars. He then held her at gunpoint and sexually assaulted her, prosecutors said.

He then ordered the victim to drive to a convenience store in Elgin and directed her to go inside the store with him where he purchased chewing tobacco, according to the DuPage County State's Attorney's Office news release.

The man then allegedly ordered the victim to call a cab for him from her cell phone and drive to the Elgin train station, where the cab picked him up and drove him to Ch, according to the news release. The woman then went to a hospital where she reported the sexual assault.

Authorities announced Saturday night they’d made an arrest in the case.

The Daily Herald reports Dalcollo has ties to Wheaton, Roselle, Kentucky and Ohio. He was on parole in Ohio for unlawful sexual contact of a minor, according to the article.
