Sex Offender Arrested For Loitering at Elgin Park

The man, who is homeless, was taken into custody at Festival Park Friday night.

ELGIN, IL — A sex offender was arrested Thursday night for loitering in a park in Elgin, police said. Clinton Allen was taken into custody at about 7:29 p.m. on July 12 in the area of Festival Park, 132 S. Grove Ave. Police were called after Allen, who is homeless, was recognized by a park patron as being a registered sex offender, according to authorities.

Police said it did not appear Allen had contact with children but he was in the vicinity of them. Allen was taken into custody and has been charged with child sex offender loitering in a public park, a Class 4 felony.

Allen was transferred to Kane County Jail and is expected in bond court later on Friday.
