In July, city officials said at a ward meeting that the Silverado property was under contract with a buyer. The buyer was in discussions with the city about housing on the property.
The unidentified buyer had not submitted anything to begin the zoning process, officials said at the meeting.
Island did not return a call for comment at the time.
