Turning Point Behavioral Health Care Center Announces New Board Members and Officers

Scott Holtz, Randall Roberts and Joel L. Rubin joined the board July 1, 2016 for a three-year term.

SKOKIE, Ill.,- Turning Point Behavioral Health Care Center announced today the appointment of three new members to the board of directors to serve three-year terms effective July 1, 2016. The new members are Scott Holtz, Randall Roberts and Joel L. Rubin.

Turning Point CEO Ann Fisher Raney said, “I am delighted to welcome these three new members of our Board of Directors, who bring such strong advocacy and representation skills to our organization. Their participation will strengthen our already strong commitment to providing timely, expert, affordable care to everyone.”

The board elected a new roster of officers effective July 1, 2016 for the coming year. The officers are Scott Kaplan, President; Brian Clarke, Vice President & Secretary; and Neil Gambow, Treasurer. Returning for an additional term are members Carolyn Anthony, Michael Corr, Candice Hughes, Margaret Kray, Kathleen Occhipinti and Mona Shattell.

New Board Member Bios

Scott Holtz is the owner and lead developer for the Holtz Group/5207 Inc. and has been building websites for close to two decades. Scott and his wife Felicia are co-owners of North Branch Yoga in downtown Skokie. Scott is on the board of the Skokie Chamber of Commerce where he was named both Member of the Year in 2010 and Volunteer of the Year in 2009. Scott also has served on the board of the Independent Merchants of Downtown Skokie (IMODS), for the past eight years, three as Vice President. Recently, Scott was named the Executive Director for the Skokie Community Fund. In 2008 Scott proudly accepted a community service award from the Skokie Park District for his involvement with Skokie's Backlot Bash. Scott is the Chair/Producer for Downtown Skokie’s “Wednesdays on the Green” program.

Randall Roberts works for Maryville Academy, a non-profit child welfare agency, where he has been the Compliance Officer since 2011. Previously, he served for 30 years in the Cook County State’s Attorney’s Office as an assistant state’s attorney. Randy is an attorney with 35 years of experience in Illinois criminal, juvenile and child welfare law. He also has received a certification in healthcare compliance. While in the State’s Attorney’s Office, he was responsible for the office’s training programs and CLE requirements for over 800 attorneys. Randy is a graduate of Loyola University Chicago School of Law and has served for 15 years as an elected Trustee for the Village of Skokie. He and his wife, Margy, have been Skokie residents for over 25 years and are the parents of three young adults, Elizabeth, Kevin and Sarah.

Joel L. Rubin, MSW, ACSW, CAE has served as the Executive Director of the 6,500 member Illinois Chapter of the National Association of Social Workers (NASW) since October of 1999. Joel received his MSW from Jane Addams College of Social Work at the University of Illinois of Chicago in 1983 and a B.A in Comparative Politics from the University of Illinois at Urbana-Champaign in 1981. He is a member of the Academy of Certified Social Workers (ACSW) and a Certified Association Executive (CAE). He is also a graduate of the Wexner Heritage Fellowship Leadership Program and a current adjunct professor at the University of Illinois at Chicago, Jane Addams College of Social Work, as well as at the Loyola University Chicago School of Social Work. Joel currently serves as a Commissioner on the Human Relations Commission in the Village of Skokie, Illinois and Treasurer of the University of Illinois Alumni Association, Jane Addams College of Social Work Constituency Board. He lives in Skokie with his wife Tamara. They have three children, Tal, Rebecca and Daniel.
