Police said Frank would not comply with orders to sit down. Frank allegedly made an aggressive move towards the sergeant, grabbing the police sergeant with both hands on the sergeant’s arm.
Both the police sergeant and arresting officer allege that they tried to restrain Frank and return him to his seat. As they were attempting to do so, police said Frank continued to struggle and was able to free one of his arms.
The officers and Frank continued to struggle to the ground, where they were able to get Frank to the ground and place him into the handcuffs, police said.
According to police, Frank refused to take a breathalyzer test.
During a bond hearing on Tuesday, prosecutors said that Frank had served a concurrent three-year sentence for theft and aggravated battery against a police officer in 2012 and 2013.
Prosecutors said he had also been charged with aggravated battery against a police officer in 2010 and received supervision for a resisting arrest charge in 2009.
The assistant public defender filed a motion to preserve video evidence at the Evergreen Park jail. She also requested that Frank’s injuries be photographed.
The judge set bail for $200,000. Frank’s next court hearing is September 24.
