Frankfort Board Sends Coffee Shop Proposal Back To Plan Commission

FRANKFORT, IL — At its Monday meeting, the Frankfort Village Board decided to send a proposal for a drive-thru coffee shop back to the plan commission.
The Board decided to send the development plans back to commission level, to allow changes to be made.
The business, Sparks Coffee Co., would be located in the Hickory Creek Market Place shopping center off of La Grange Road.

Trustee Gene Savaria said customers will have the option of going to the drive-thru windows and taking coffee to go, or parking at the site and ordering from a walk-up window.
There were four special use permits associated with the project, one for a carry-out restaurant, one for drive-up service windows, one for outdoor seating and one for extended hours of operation to permit a 5:30 a.m. opening, according to Board documents. A major planned unit development change for the project was also on the agenda.

This is the final undeveloped outlot in the shopping center, board documents state.
"For me, it was mostly trying to make sure this was the last piece to the puzzle...and how to make it look cohesive, that it was not going to stand out," Trustee Maura Rigoni said, adding that she has concerns about the architecture of the building.
"I would like to see this developed, but I want to make sure that we're holding to the standard we've had in the past," she said.
Savaria asked if the Board could table approval on the plans, so the applicant could make changes, and not have to wait a year to reapply for the project.
"I think we're very close," he said of the development. "I don't want to penalize [the applicants]."
Several other trustees also stated they had concerns with the architecture or facade of the building.
The plans for the building will go back to the plan commission, which would discuss the project, and then eventually send it back to the Village Board.
