Glenview Cop Accused of Lying of Under Oath Suspended

Officer James Horn won't be paid during his suspension as Police Chief William Fitzpatrick moves to have him fired.

Civil charges against James Horn were read on July 1 by Police Chief William Fitzpatrick, who included making false statements, violating the Constitutional rights of others and conduct unbecoming of a Glenview police officer, according to the Journal & Topics.

Attorneys for Horn and Fitzpatrick will present their cases to the commissioners on Monday, July 27.

Horn, along with three other officers all from Chicago, was charged with perjury after testifying in court that officers had found a bag of marijuana on suspect Joseph Sperling before placing him under arrest, when a police dash video depicting the incident showed Sperling arrested as soon as he was pulled over.

A fifth officer involved with the undercover investigation of Sperling, Glenview Police Sgt. Theresa Urbanowski, was not charged as she revised her account on the stand after the video was displayed.
