Proof of How the Grayslake D46 School Board Raised Taxes
Grayslake D46 Board and Adminstration claimed and continue to perpetuate the lie that they froze the levy, when in fact they raised it.

When it comes to levies and budgets, there is always some fuzzy math involved. In this case the Grayslake D46 Board and Adminstration claimed to have frozen the levy, when in fact they raised it. Of course they perpetuate the lie that they didn't raise taxes even though it has been revealed this was false.

The bottom chart was the proposed levy. The top chart was what was actually approved. The Incr/(Decr) column is the one showing the tax increases or decreases. The Total Capped INCREASE was $484,167.51. Even though the Business Manager was asked several times to read the numbers aloud or to have them put on the screen so the public could view them, the request was refused. In addition Board Member Keith Surroz continually railed about the lvey freeze which his own board packet proved was false. Questions:
- Did Keith Surroz not read his board packet?
- Did Keith Surroz not understand the numbers in his board packet?
- Did he willfully perpetuate the lie that the district froze the levy?

Board Member Sue Facklam, in January, made a statement about the proper way to freeze the levy instead of how the supposed freeze did happen. She failed to mention then that Board Member Michael Carbone had explained that to the board the night of the levy vote and they ignored him. As a further part of discovering what Sue Facklam knew and when I FOIAed the actual "Certificate of Levy" (http://www.championnews.net/wp-content/uploads/2013/04/20130321094342.pdf) from the Lake County Tax Extension Office.
You will see from the page 1 image below the numbers from the Tentative 2012 Levy match the Certificate Amount of Levy. In addition, Sue Facklam's and Ray Millington's signatures are on the document dated Dec 20, 2012. So both Millington and Facklam knew the levy was being increased. So, here are a few questions for Sue Facklam:
- Did Sue Facklam not read the Certificate of Tax Levy before she signed it?
- Did Sue Facklam not understand the numbers in the Certificate of Levy before she signed it?
- Did Sue Facklam knowingly perpetuate the lie that the district froze the levy?
