Dead Cat Found Hanging From Tree in Waukegan
Incident reported one month after a city alderman beat a sick raccoon to death in broad daylight.

WAUKEGAN, IL - The last time we had a look at Jack Benny’s hometown, an alderman was beating the daylights out of a sick raccoon. Now, it’s a dead cat found hanging from a tree.
The Waukegan Police Department received a call on Friday about a dead cat hanging by a rope tied around its neck from a tree near Montesano Avenue and New York Street. According to the Lake County News-Sun, North Chicago-based Fat Cat Rescue has increased its reward for information on the person responsible from $500 to $1,000 thanks to generous donations made through their Facebook page.
The rescue shelter also posted the photo of the cat while hanging from the tree on Facebook.

The founder of the shelter addressed the Waukegan City Council about the incident Monday night, the first meeting held since news broke about the alleged raccoon beating a month ago by 6th Ward Ald. Larry TenPas. TenPas was not at the meeting, the News-Sun reported.
Charlie Burleson, a retired Waukegan police sergeant, addressed the Council on her concern over the recent spoke in violence against animals, specifically mentioning the hanging cat incident and TenPas’ use of force on the raccoon.

Mayor Wayne Motley confirmed police are looking into the cat’s hanging and said the Illinois DNR is investigating the incident involving TenPas.
