Drug-Induced Homicide Charges Filed In 2016 Lockport Death

A grand jury indictment was returned this week against the two defendants.

LOCKPORT, IL — A Will County grand jury has returned a bill of indictment against a Joliet man and an Elwood woman for the November 2016 Fentanyl-related death of Celeste Roppo. Court documents indicate the Lockport Police Department ran the investigation.

Kiley Murphy of Elwood and Steven Talbot of Joliet are now being charged with drug-induced homicide, a Class X felony, and unlawful delivery of a controlled substance, a Class 2 felony.

The criminal complaint accuses the two defendants of knowingly and unlawfully delivering Fentanyl to Celeste Roppo back on Nov. 29, 2016. Afterward, Roppo ingested the drug into her body and the ingestion of the Fentanyl caused her death, court records state.

A Will County judge on Thursday issued a bench warrant for the arrests of Murphy and Talbot. Their bail has been set at $250,000.

Talbot, 32, was taken into custody early Friday afternoon. Murphy, 30, has not been taken into custody yet. Two years ago, Murphy was arrested by Joliet Police on unrelated drug charges and she was in the Will County Jail from November 2017 until March 2019, jail logs show.
