2 Vehicle Forfeitures At Lower Rock Run Forest Preserve, Here's Why
Officer Mosier of the Will County Forest Preserve District was responsible for both of the seizures. The incidents happened in late June.

JOLIET, IL — The Will County Forest Preserve Police Department continues to monitor the Joliet area forest preserves looking for people who have no business operating a motor vehicle. This week, the Will County State's Attorney's Office moved forward with two separate vehicle forfeitures that came as a result of Will County Forest Preserve officer Caitlin Mosier.
In the first case, Francisco Galicia-Gutierrez was identified as the owner of the 2018 Chevrolet Silverado that visited the Lower Rock Run Forest Preserve at Hollywood and Houbolt Roads in Joliet on June 23, and he used his vehicle in connection with the crime of driving while license revoked, the complaint noted.
Officer Mosier saw the vehicle had temporary registration that came back to Galicia-Gutierrez. She ran driver's license through LEADS/NCIC (Law Enforcement Agencies Data System/National Crime Information Center) and learned it was revoked. She also found a booking mugshot from 2022 and eventually she saw Galicia-Gutierrez return to his vehicle and drive toward the exit. After she activated her emergency lights and made a traffic stop, she gave him a citation for driving while license revoked, and the vehicle was towed. The driver's license of Galicia-Gutierrez is revoked for a DUI conviction, court records show.

The forfeiture complaint indicated that the Chevrolet Silverado belonged to Galicia and a woman, and they live on Greentree Court in Bolingbrook.
The second vehicle forfeiture case happened two days later, June 25, also involving the same officer.

This time, Mosier saw a 2012 Ford Escape parked in the lot at the Lower Rock Run Forest Preserve and ran the vehicle through LEADS/NCIC and it belonged to Marshaun Gaston. She later found out his driver's license was revoked. When she saw Gaston pull out of the parking lot and drive toward the exit of the Lower Rock Run Forest Preserve, she made her traffic stop.
Police dispatch confirmed that Gaston had a revoked driver's license and "Gaston stated he knew about his driver's license status," the complaint noted. The officer gave Gaston a citation for driving while license revoked and the vehicle was towed.
Gaston comes from the 200 block of Colburn Avenue in Joliet.
