Black Road House Declared City Nuisance

These three Joliet properties have fallen into major disrepair in recent years.

JOLIET, IL - The Joliet City Council, following the recommendation of city manager David Hales, voted unanimously last week to declare the following three properties in Joliet as public nuisances. The city's measure expedites efforts by city staff to move ahead with condemnation proceedings against these rundown properties.

Here's a brief summary of each property and its problems as outlined by a city manager's memo given to the council:

355 SOUTH CHICAGO STREET

"A 1-story wood frame house with a detached garage that has been vacant since approximately 2014. There are multiple exterior and interior violations and some windows are missing. The city has had to secure the building as the property owner has been deceased since March 2018. All utilities have been turned off to the property."

102 S. EASTERN AVENUE

"Two story wood-frame building which has been vacant for one year. The roof is in disrepair. The soffit/fascia and gutter area has rotted away, growing moss between the layers … There is junk in the yard including several shopping carts. The owner is unable or unwilling to make repairs at this time.

1101 BLACK ROAD

"Two story wood frame building which has been vacant since 2012. The entire building is in disrepair. The current owner purchased the property after a foreclosure, but has removed all of the windows and copper piping and abandoned the property. The property is also in foreclosure once again."
