Age Limits For Joliet's Halloween Trick-or-Treaters?

JOLIET, IL — Five-term Joliet City Councilwoman Jan Quillman said she saw more adults and teenagers out trick-or-treating Sunday afternoon than ever before. Among the many adults she noticed collecting candy and other goodies in her Cathedral Area neighborhood, a number of the people appeared to be intoxicated as they walk the sidewalks going house to house.

At Tuesday night's council meeting, Quillman raised the idea of imposing an age limit for trick-or-treating on Halloween in Joliet.

"It was brought up to me ... there was almost 1,500 children and parents and adults trick-or-treating on Halloween day," Quillman told her colleagues. "And I was wondering if we should put an age limit on that because there was a lot of adults trick-or-treating, and some were impaired."

Quillman emphasized that most of the trick-or-treaters she encountered were polite.

"But there were just a lot of folks out there on Sunday afternoon, and I've never seen so many adults and high schoolers out there trick-or-treating before."

Quillman brought up the issue under the part of the meeting agenda that does not involve topics up for council vote. Therefore, Quillman's comments were only for discussion purposes.

In April, Quillman was the top vote-getter out of 12 people running for three open at-large seats on the council.
