JOLIET, IL — Quitman Morrow, a 41-year-old Joliet resident from the 400 block of Eastern Avenue, will now remain in the Will County Jail indefinitely after a Will County judge authorized the SAFE-T-Act's dangerousness standard to keep him in custody.
Morrow faces one charge of violating an order of protection and one count of violating a stalking no-contact order. The location of his latest crime is the BP Gas Station at the corner of McDonough Street and South Chicago Street, near the entrance into Joliet's downtown, according to court documents.
"The defendant has a lengthy criminal history involving various incidents of battery, domestic battery, theft and possession of drug paraphernalia," the Will County State's Attorney's Office petition to deny pretrial release for Morrow revealed.
Back on April 10, Morrow pleaded guilty to violating a no-contact order from 2025 for 6 McDonough Street, the business address for the BP Gas Station, court documents noted.
"It should be noted during this event, the defendant threatened the cashier on shift there, stating, 'I am going to kill you after your shift,'" Will County's prosecutors informed Judge Antoinette Granholm.
Morrow pleaded guilty to his 2025 crime and was given conditional discharge and 60 days in the Will County Jail with credit for some time already served.
Moreover, Morrow pleaded guilty last year for a 2024 for a stalking crime and the victim was also the same BP Gas Station.
"These incidents involving this defendant and this address have been occurring for years," prosecutors declared.
And Morrow pleaded guilty to a 2024 aggravated battery, and the location where he harmed the victim? The BP station at 6 McDonough Street, which was already the focus of an order of protection taken out against Morrow at the time.
Fast-forward to this past weekend.
On May 15, Joliet police officers Miller and Fosen were on routine patrol when they spotted Morrow, who they knew, walking south across McDonough Street and standing on the sidewalk in front of the BP Gas Station, court documents advised. Prosecutors noted there is a stalking no-contact order from 2024 ordering Morrow to stay at least 100 feet away from the gas station. Officer Miller had previously served Morrow with the order of protection.
"The sidewalk and street are within 100 feet of the protected address ... the defendant has proven through his actions that he will not be compliant with any court order to stay away from the protected address, the only means of securing the safety of the people who work and encounter this address, is to keep the defendant detained."
