Vehicle Forfeiture For Joliet Motorist Driving With Expired License Plates: Prosecutors Reveal

JOLIET, IL — The Will County State's Attorney's Office of Jim Glasgow never slows down when it comes to pursuing vehicle forfeiture cases against people around the Joliet area who are suspected of violating various traffic laws. One of the most recent vehicle forfeitures is targeting 42-year-old Richard Green and three members of the Moore family in Shorewood, Sonja, Charles and Raven, in connection with an incident on April 2 on Joliet's west side, court documents show.

The forfeiture complaint involves a Kia K5 manufactured in 2023. Court documents indicate the car was driven by Green during the commission of aggravated fleeing the eluding the police and for having no valid driver's license.

The forfeiture case will be heard by Will County's judges on June 24.

According to the filing, on April 2, Officers Killian and Wilson from Joliet police were patrolling near Douglas and Raub Streets when they saw the Kia with expired license plates. The officers turned on their emergency lights and sirens, and that's when Green refused to pull over, speeding westbound along Mason Avenue. The officers saw the Kia blow the stop sign at Wilcox and Taylor Streets, court records indicate, and then he disregarded the stop sign at Glenwood Avenue and Wilcox. Joliet police estimated Green was speeding in excess of 40 mph over the 20-mph school zone speed limit near the University of St. Francis campus, plus two grade schools, St. Ray's and Farragut Elementary, the complaint noted.

The officers initially lost sight of the fleeing Kia when it turned on Oneida Street. Then, minutes later, other Joliet police officers, Banning, Fitzgerald and Killian, found the vehicle in the Wendy's restaurant parking lot at 104 North Center Steet. Green was detained and officers learned he had a revoked driver's license for a DUI. He was then taken to the Joliet police station for booking on citations including aggravated fleeing, no valid license and driving while license revoked.

According to the forfeiture, Joliet police detective Jelinek spoke with Raven Moore, who relayed the vehicle is in her parents' name, "but she is responsible for it. Raven Moore stated she had given Richard Green permission to drive the vehicle in the past."

As for Green, he was last kept in the Will County Jail on Dec. 28 and in August of 2024. The Will County State's Attorney's Office is now hoping the Moore family's Kia will be declared a forfeited asset for the police.
