Funds For Catholic Charities Daybreak, MorningStar Mission, Others: Joliet City Staff Suggests

JOLIET, IL — Joliet's Director of Community Development Dustin Anderson is urging the Joliet City Council to move ahead with his recommendation to allocate nearly $1 million in federal funds to a number of non-profit businesses and organizations around Joliet.

According to his City Council memo, Joliet is awarded funds each year from the U.S. Department of Housing and Urban Development. The 2026 funds were awarded in the amount of $924,055 to be used for public service, public infrastructure, and public facility improvements. Anderson explained how these funds are awarded to non-profits within the Joliet area using a competitive grant system. These awards are then submitted to HUD each year via the Annual Action Plan process.

Anderson's correspondence to the City Council explains how for Program Year 2026, Joliet anticipates receiving a CDBG allocation of $924,055 and does not anticipate receiving any CDBG Program Income.

"The City proposes to utilize PY 2026 CDBG funds to support eligible activities that address community development needs, improve public facilities and infrastructure, expand public services, support economic opportunities, and benefit low- and moderate income residents," Anderson wrote.
