JOLIET, IL —One of the challenges of operating a restaurant on Joliet's west side near the Six Corners is the problems associated with vagrants. Joe's Hot Dogs has been victimized by criminal trespassers inflicting damage to the business on Plainfield Road and the Golden Dragon Chinese restaurant at the corner of Wilcox and Ruby Street was targeted by a burglary back in May.

In the case of the Golden Dragon crime, a four-month investigation by Joliet police led to the recent capture of 38-year-old homeless resident Kevin Crosby.

This marks the fourth time Crosby has been put into the Will County Jail so far this year.

Back in May, Crosby was charged with aggravated robbery and burglary, a crime Joliet Patch covered at the time. The court documents indicate Crosby stole money from the staff who operate the Bel-Air Motel at 1103 Plainfield Road. Crosby announced he was armed with a gun at the time he demanded the Bel-Air Motel's cash.

According to Will County's court files, Crosby pleaded guilty to the aggravated robbery and burglary crimes at the Bel-Air Motel earlier this month, on Aug. 3. Pursuant to his plea agreement, Crosby was put into the diversion program involving a specialty court, the drug court. As a result of that plea agreement, all of Crosby's other pending criminal cases at the courthouse were closed out.

Including the Golden Dragon criminal complaint, Crosby has now been the subject of 11 separate criminal cases filed against him so far in 2026, mostly all involving retail theft, criminal trespass or burglary.

Crosby was kept in the Will County Jail from May 10 until Aug. 18. Then, four days ago, the Joliet police arrested him in connection with the Golden Dragon burglary from May.

After spending Aug. 20-21 in the jail again, Crosby is back in the Joliet community again.
