$924,000 For These 10 Joliet Organizations, Non-Profits Via Community Block Grants: City Hall Reveals

These funds are awarded to non-profits and City initiatives within the Joliet area using a competitive grant system.

JOLIET, IL — At Monday night's meeting, the Joliet City Council will review a recommendation from new deputy city manager Nolan Ming suggesting that Joliet distribute $924,000 in funds from the U.S. Department of Housing and Urban Development to 10 local organizations.

These funds are awarded to non-profits and City initiatives within the Joliet area using a competitive grant system. These awards are then submitted to HUD each year via the Annual Action Plan process, Ming explained in his memo.

The following resolutions on the agenda call for approving the agreements for each of the subrecipients awarded in the Annual Action Plan for PY 2026:

African American Business Association of Will County:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $25,000 in CDBG funds to the African American Business Association of Will County that will expand access to coaching, workshops, support, and resources hat help individuals start, grow, and sustain their businesses.

CASA of River Valley:

The Mayor and City Council of the City of Joliet find it in the best interest of the City to allocate an amount not to exceed $25,000 in CDBG funds to CASA of River Valley that will add a part-time Advocate Supervisor on staff.

Cath0lic Charities Diocese of Joliet:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $190,000 in CDBG funds to Catholic Charities, Diocese of Joliet that will rehab the reception area and first floor flooring at Daybreak Center.

Joliet Latino Economic Development Association:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $75,000 in CDBG funds to Joliet Latino Economic Development Association for technical assistance to microenterprises and entrepreneurs, promoting economic development through services such as M/WBE certification assistance, ServSafe food safety certification classes, entrepreneurship training, coaching for early-stage and established businesses, procurement workshops and fairs, accounting, marketing, and social media workshops and coaching

MorningStar Mission:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $59,000 in CDBG funds to MorningStar Mission for a refrigerator/freezer combo in the East Side Cafe kitchen.

Northern Illinois Food Bank:

The Mayor and City Council of the City of Joliet find it in the best interest of the City to allocate an amount not to exceed $20,000 in CDBG funds to Northern Illinois Food Bank for the delivery of monthly food boxes to low- and moderate-income residents at Marycrest Village, National Hook-Up of Black Women, Senior Suites, Senior Services, and Victory Centre.

Prairie State Legal Services:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $50,000 in CDBG funds to Prairie State Legal Services that will provide free civil legal services to low-income residents of Joliet through a combination of legal advice, brief service, and full representation in matters affecting housing stability, income, and access to essential benefits.

Services will include representation in eviction and housing-related cases, assistance with applying for or appealing public benefits, advocacy in consumer debt matters, and support in family law cases that impact household stability and financial security.

ShareFest Will County:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $20,000 in CDBG funds to ShareFest Will County for equipment upgrades that directly support food distribution routes.

Trinity Services: The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $135,000 in CDBG funds to Trinity Services that will provide improvements to three Community Integrated Living Arrangement (CILA) homes.

United Cerebral Palsy Center for Disability Services:

The Mayor and City Council of the City of Joliet find it in the best interest of the City of Joliet to allocate an amount up to $30,000 in CDBG funds to United Cerebral Palsy – Center for Disability Services for an emergency notification and PA speaker system.
