Disorderly Man With Cane Creates Havoc On Jefferson St: Police
Joliet police responded Joyce Road and West Jefferson Street for a man in the roadway stopping and yelling at the traffic.

JOLIET, IL — As hundreds of cars and trucks were driving by, a 48-year-old Joliet man with a wooden cane stood in West Jefferson Street at Joyce Road on Monday morning yelling at the traffic and causing traffic congestion, according to Joliet police.
Deschaun Neal was zapped by Joliet officers with a Taser and taken into custody in connection with the incident. Neal is now in the Will County Jail where he's charged with disorderly conduct, aggravated assault, resisting/obstructing a peace officer and obstructing justice.
Neal comes from the 100 block of North Hickory Street, on the city's near west side.

According to Joliet police spokesman Dwayne English, the following events led to Neal's arrest:
- At 9:54 a.m., officers were sent to the intersection of Joyce Road and West Jefferson Street for a man in the roadway stopping and yelling at traffic.
- An officer encountered Neal in the road way, and he refused repeated commands to leave the roadway.
- Neal became angry and raised a cane he was carrying at the officer’s chest.
- Neal resisted the officer’s attempt to place him in custody.
- A nearby private citizen assisted the officer in trying to subdue Neal.
- The officer deployed a taser and was able to place Neal into custody without further incident.
- Neal was first taken to the Ascension St Joseph Medical Center by the Joliet Fire Department.
- Upon release from the hospital, Neal refused to cooperate with booking procedures; he was then brought to the Will County Adult Detention Facility.
