Don Dickinson Probe: Jim Glasgow May Face Questioning Next

Former Joliet City Councilman Don "Duck" Dickinson may have exchanged several text messages with the Will County State's Attorney.

JOLIET, IL — The city of Joliet's Inspector General Sean Connolly filed an updated report this week on Joliet's website surrounding former City Councilman Don Dickinson's nude photo scandal, and the latest document pertains to Will County State's Attorney Jim Glasgow.

Connolly indicated the Illinois State Police provided him a 93-page report pertaining to their investigation into Dickinson's allegations of intimidation by Joliet Mayor Bob O'Dekirk, rather than grant him complete access to all of their evidence, including audio and videotapes of interviews.

As a result, Connolly has filed a lawsuit at Will County's Courthouse asking a judge rule in his favor and grant him the ability to review the entire Illinois State Police investigation into the case.

According to Connolly's filing, "This evidence includes text messages and call logs between Dickinson and other individuals occurring around the time of November 1, 2020, meeting at former Chief Alan Roechner's residence and the resulting incident report dated November 2, 2020, alleging Mayor O'Dekirk intimidated Dickinson."

  • Dickinson and Roechner starting on Oct. 24, 2020.
  • Dickinson and Joliet Park District Board member Jennifer Jobe-Gavin from July 3, 2020.
  • Dickinson and his girlfriend.
  • Dickinson and Joseph Hosey, managing editor of The Herald-News, who no longer works in Illinois.
  • Dickinson and Joliet City Councilman Pat Mudron
  • Text messages between Dickinson and Jim Glasgow and the phone call log.

According to Connolly's new report from this week, Joliet's inspector general and his staff believe that "the individual listed as 'Jim Glasgow' is most likely Will County State's Attorney Jim Glasgow. On March 23, the IGO sent State's Attorney Glasgow a letter via U.S. mail and email requesting to interview him.

"The purpose of this interview will be to determine whether State's Attorney Glasgow is the 'Jim Glasgow' listed in the (Illinois State Police) report and to determine whether State's Attorney Glasgow has information that will assist this investigation."

On Thursday, Joliet Patch reached out to the Will County State's Attorney's Office for comment on this latest development in the Dickinson case, but received no response.

In any event, Connolly announced that he has asked the Illinois Law Enforcement Training and Standards Board to revoke the law enforcement credentials for Roechner, who was forced into retirement with Joliet in January 2021, and Roechner's deputy chief, Marc Reid, who retired from Joliet in April 2021 and then became Elwood Police Department's commander that July.

Roechner and Reid were responsible for orchestrating the phony intimidation criminal investigation of Joliet's mayor, according to Illinois State Police Lt. Sam Thomas' interview with Connolly and his private investigator, Martin Walsh.

Lastly, Connolly said he has furnished his original March 1 report to the FBI, Illinois Attorney General Kwame Raoul as well as the U.S. Attorney's Office for the Northern District of Illinois, where John Lausch recently stepped down and has been replaced by acting United States Attorney Morris "Sonny" Pasqual.
