Joliet Man Kept Explosive Fireworks, High Grade, Inside His House: U.S. Postal Service Complaint

JOLIET, IL — The Fourth of July fireworks season may be over, but for one 44-year-old Joliet man, he's just beginning the criminal justice process after being jailed in Will County in connection with a U.S. Postal Service investigation related to allegations of illegal fireworks and explosives.

Last week, Richard Ruby was charged with the felony crime of unlawful storage of explosives. According to his criminal complaint, "said defendant knowingly stored explosive materials, to wit: class 1.3G professional display fireworks, at the residence of 3711 Thoroughbred Lane in Joliet, Will County, Illinois, without having obtained a valid storage certificate issued by the Illinois Department of Natural Resources."

According to court filings, Ruby appeared in front of the Will County judges and was ordered released from the Will County Jail because his felony charge involving illegal explosives is not deemed a detainable offense under our Illinois SAFE-T-Act.

Will County Sheriff's deputies kept Ruby in their Will County Jail on July 20.

Ruby will now remain free and his next appearance at the Will County Courthouse will be on August 18 in Courtroom 405 of Judge Amy Bertani-Tomczak.
